The contest over the Jay Treaty marked the first flowering of grassroots political activism in the United States, directed and coordinated by two national parties. Though there had been strong words and disagreements, contrary to the Federalists fears, there was no war and no ending of one government system to let in a new one.
Most of all the goal was to avert a war with Britain—a war opposed by the Federalists, that some historians claim the Jeffersonians wanted. Yet its contributions to the nation were extensive.

Even in a single government, if the powers of the people rest on the same establishment as is expressed in this Constitution, a bill of rights is by no means a necessary measure. Federalist policies favored factories, banking and trade over agriculture and therefore became unpopular in the growing Western states. Many would rather have seen Burr in the office over Jefferson, but Hamilton, who had a strong dislike of Burr, threw his political weight behind Jefferson.
Washington never considered himself a member of any party, but broadly supported most Federalist policies.
The idea was that the British were so dependent on American supplies that they would come to terms. Some of these issues dated to the Revolution, such as boundaries, debts owed in each direction and the continued presence of British forts in the Northwest Territory.
The concern here is that the number of representatives in the House could not exceed one for every thirty thousand — that there could be one for every hundred thousand, but not one for every ten or twenty thousand. The group that was considered to be made up of radicals were theanti-federalists.

With all the major states now having ratified, confidence was high that the United States under the Constitution would be a success, or, at least, have a fighting chance.
Federalist policies thenceforth emphasized commercial and diplomatic harmony with Britain, domestic order and stability, and a strong national government under powerful executive and judicial branches. Most Americans, however, would find little use for more members of Congress.
